It took Nereus Eruresto many weeks to convince Horley to bring his talents to the Glythe Sector, and ultimately Horley accepted the offer of Trade Minister for the Trade Federation and the whole of the CIS. With time and experience, he later became Viceroy of the Trade Federation.
Corporate Alliance
Horley appeared during the rise of the Confederacy of Independent Systems, when he and his friend and business partner Bren Morgarr founded the Corporate Alliance. Horley served as its first President, with Bren as his Vice President, and together they built the organization up from nothing into a successful trading concern. Among those who came to follow Horley's example was Garven Stalwart, who would later lead the Alliance himself.

With the return of Viceroy Corbin Esco, this was the perfect time for Horley to step down from leading the Trade Federation and get back into a more simpler and undoubtedly more exciting way of life. He decided that it was time to return another long forgotten great name and manufacturing tradition back to what it once was. Such a task would have been near impossible if it wasn't for the most recent and interesting discoveries during Horley Cyan's term as Viceroy of the Trade Federation. So, he left the Federation and joined Haor Chall Engineering. The company did exceedingly well, and profits were now more common in the company’s monthly report. But it was at that moment of wealth when Horley was touched by something bigger. A newly born faith had turned this once business man into a prophet, a chosen one of the faith. This new religion was The Order of Kampar. Now Cyan devoted his days not to calculate margins of profit, but to teach naive kids about the greatness of Kampar and to indoctrinate the adults about the benefits one could get from eating the holy ewok meat. He became a Prophet of the Order.
Trade Federation
The Trade Federation saw Horley's skill in building the Corporate Alliance and decided it needed him. It took Nereus Eruresto many weeks to convince Horley to bring his talents to the Glythe Sector, but ultimately he accepted the post of Trade Minister for the Trade Federation and the whole of the CIS, leaving the Corporate Alliance in Bren's hands.

Then, when the newly elected Viceroy Bren Morgarr required Cyan’s help. He called him to perform the duty of Minister of Foreign Affairs. Horley accepted, but he didn’t abandon his believes, instead, he saw this opportunity to bring light and saucy ewok ribs to the Confederacy of Independent Systems. Horley then left the Trade Federation, yet again, to form Lant Mining Corporation. As he built another successful business, Horley decided to retire yet again. He gave the keys to the two factions he owned, Haor Chall and Lant Mining, to their respectful owners, Kieran Traejik of Haor Chall and Taldar Logas of Lant Mining. He vowed never to return and went hence forth for several months.
When Viceroy Corbin Esco departed on an extended leave of absence, Horley was elected Viceroy of the Trade Federation. Learning that his old partner had fallen ill, Horley visited Bren at his bedside and asked him to serve as Duceroy once he recovered. Bren accepted, and the two governed together once more. During Horley's reign the Federation weathered the problems of the short-lived Justice Department, and made discoveries that would later shape Horley's next venture.

But in that moment of wealth, Horley was touched by something bigger. Alongside Kurner Dahtar, Aran Dack, Gaaracca Bukkazza and Jadir Kazan, Horley helped translate the ancient scrolls Kurner had unearthed, and together the group re-founded the long-forgotten faith of The Order of Kampar. The businessman became a Prophet of the Order, devoting his days not to calculating profit margins but to teaching the young about the greatness of Kampar and instructing their elders in the benefits of eating the holy ewok meat.

Having built yet another successful business, he decided to retire, handing the keys of his two factions to their respective new leaders: Kieran Traejik of Haor Chall and Taldar Logas of Lant Mining. He vowed never to return, and for several months he did not.

Still active in the Confederacy, however, Horley soon found the courage to form another faction, Stars` End Entertainment, through which he could steer the information highway to paradise (or elsewhere). Like all of his factions, it joined the CIS. He led it through its formative period until Taldar Logas was unable to continue leading Lant Mining. Returning to find Lant Mining in disarray, Horley merged it into the Commerce Guild. He then returned to Stars' End to find it, too, in turmoil, and took up the post of Chief Executive Officer.

Duceroy
On Year 9 Day 1, Horley returned to the Cabinet as Duceroy under Viceroy Jacob Jansen, lending his experience to a new generation of Federation leadership.

Final Years
Some time after, reports surfaced of Horley Cyan's demise. He is remembered as perhaps the most devoted servant of the Confederacy, a man who put his own credits into the organization from its formation and left his mark on five of its member groups. He is listed on the Roll of Honor for the Confederacy of Independent Systems.

Shortly after though, he still very active in the Confederacy was given the courage to form another new faction, Stars` End Entertainment. Through this faction he could lead the information highway to hell or to paradise. Through his contacts with various organizations he was eventually able to form this faction. The faction joined the CIS like all of his factions. He led the faction through the building stones until Taldar Logas was unfortunately unable to lead Lant Mining Corporation. Horley returned to Lant Mining to find it in a disarray, he merged the faction with the Commerce Guild. He returned to find chaos again in Stars` End Entertainment as their leader had been in dismay and became the Chief Executive Officer of Stars` End Entertainment. Shortly after this, reports surfaced concluding Horley Cyan's demise.

History

Younger Horley Cyan.

Not much is known about Horley Cyan's early life. A Devaronian, and one of the most famous of his kind, he is reputed across the galaxy as one of its finest traders.

Haor Chall Engineering and the Order of Kampar

With the return of Viceroy Corbin Esco, Horley saw the perfect moment to step down and return to a simpler, and undoubtedly more exciting, way of life. He set out to restore a long-forgotten name and manufacturing tradition to its former glory, and formed Haor Chall Engineering. The company did exceedingly well, and profits became a regular feature of its monthly reports.

Minister of Foreign Affairs

When the newly elected Viceroy Bren Morgarr called on his old partner, Horley answered, serving as Minister of Foreign Affairs. He did not abandon his beliefs, instead seeing the post as an opportunity to bring light, and saucy ewok ribs, to the Confederacy of Independent Systems.

Lant Mining and Stars' End

Horley later left the Trade Federation once again to form Lant Mining Corporation.
