History

Upon the great Galaxy change, with stars being re-arranged, and Trade Federation rule of no non-faction stations inside Federal systems, the need for a unified location where Trade Federation members would organize and build, together, their personal stations, arose. Secret talks were made between former DoL pilot Vlasta Zmaj and Kopljanik Despotovic. One of them would scout such a location that was clear of potentially hidden systems. Vlasta Zmaj was the pilot that found that spot, just on the border of Nouane and Shataum sectors, under TF space rule and close to Asrat, members open up a commerce hub.

First space station that moved to this location was Kopljanik`s Trading 2 Jasnovodja, placed in the center of that DS spot and informally became administrative center. Soon satelite basic grid was set and other Federation members invited to join... at that time of initial migration vote was organized for the Name and the Vei was born. This happened at some point in at Year 13 or before. However, a formal organization with a Charter and procedures to accept new members was only implemented early in Year 14.

After that, the member base kept growing. A boost took place at the Trade Federation - Avance Coalition merger. Many months after that event, another hallmark of Veil history emerged: the creation of South Veil, i.e., the territory was expanded with another deep space location in the South, which included several trading stations generously donated by Viceroy Jacob Jansen. Charter

ARTICLE I. NAME The name of this organization is the Veil Association, (“The Veil”).

ARTICLE II. GEOGRAPHIC BOUNDARIES The Veil encompasses that system of deep space located at coordinates 120, 170, near the center of space between the Nouane and Shataum Sectors. The Council may from time to time consolidate, subdivide, or alter the area boundaries.

ARTICLE III. PURPOSE Section 1. Council The Council is the executive authority on matters affecting the growth and development of the Veil. The Council may develop and issue decrees with respect to development, safety, defense and any other activities and services which may affect the Veil. Section 2. Council Priority The Council shall address all matters which affect the Veil, including problems of safety and economic development. Section 3. Educational The Council shall serve in an educational capacity to inform the residents of the Veil. The Council shall encourage and facilitate communication among residents on matters of common concern.

ARTICLE IV. POWERS AND AUTHORITY The Council holds exclusive power and authority over the Veil, and has been acknowledged by the Trade Federation as a self-governed entity that is exempt from Trade Federation Law. The Council may use this authority to whatever ends is deemed necessary and appropriate to enable it to exercise the powers granted or allowed to it by this Charter.

ARTICLE V. PARTICIPATION Section 1. Resident A sentient being who has served, at a minimum, six months with the Trade Federation, may petition the Council for acceptance as a resident. If accepted, the sentient being becomes a resident upon signing the Veil Member Contract. Outside persons may be accepted by unanimous vote of the Council. The Council maintains the authority to invest any sentient being with the status of a resident upon a unanimous vote of approval from the current Council. Section 2. Entitlement Participation in the affairs of the Veil is open to any resident located within the boundaries described in Article II. Section 3. Voice and Voting a.) Residents are entitled to speak at any public meeting and are entitled to one vote if a call for a vote is made public by the Council. b.) No absentee voting shall be allowed for a vote called during a meeting of the Council.

ARTICLE VI. COUNCILORS The Council shall be made up of five Councilors, each with equal authority and power upon the Council. At each meeting, whether public or private, the Councilors will elect a chair to supervise the business and activities of that session. The chair of the Council is only a position to assist in facilitating a meeting, and grants no additional authority and/or power.

ARTICLE VII. ELECTION AND REMOVAL OF OFFICERS. Section 1. Elections The Councilors shall be elected during a bi-annual poll (held at the end of July and the end of December) and shall serve six-month term. Section 2. Candidates Prior to the bi-annual poll, any resident may nominate themselves for the office of Councilor. The slate of candidates for office shall be published prior to the bi-annual poll. Additional nominations may be made from the floor at the meeting. Section 3. Voting Each resident of the Veil is allowed to cast three votes in the bi-annual poll for three candidates from the slate of candidates for office. Section 4. Absences If a member of the Council is absent for a period of 30 days, or more, that Councilor’s position shall be vacated unless the Council finds that extraordinary circumstances prevented the Councilor’s attention. Section 5. Vacancies The Council shall, by appointment, fill vacancies in the Council, to be filled until the next bi-annual poll upon which time five Councilors are named to the Council.

ARTICLE VIII. RULES OF ORDER Section 1. Public Meetings The quorum necessary to transact business at any Public Meeting is eight participants, four Councilors and four residents. Section 2. Notice of Meetings. a.) The dates of all public meetings shall be published a month prior to the time of a public meeting. b.) Notice shall include the date, time, and place of each meeting and a summary of the agenda. Section 3. Meeting Agendas Meeting agendas shall include all items to be discussed and/or presented to the residents for a vote. Any participant may raise and have discussed any additional item not previously on the agenda, but that item shall not be voted upon until the next public meeting. Section 4. Minutes Minutes shall be kept on file and summaries of actions taken shall be communicated to the Veil generally through the means available.

ARTICLE IX. AMENDMENTS AND CHARTER REVIEW This charter may be amended by a majority vote of the participants at any bi-annual meeting of the Veil. However, written notice of the proposed amendment must be provided and published prior to the meeting.


The Veil Member Contract

Being a member of The Veil comes with a responsibility to the Veil and respect for the other members of The Veil, as this was constructed by Trade Federation members for Trade Federations members. For this we ask you to acknowledge our rules and guidelines, which are set to keep the peace.

The Council has set the ability to join The Veil as a 6 month reward privilege for Trade Federation members, and as such the Council asks that you do not purchase or construct a Space Station in The Veil if you have not been a member of the Trade Federation for an active period of 6 months. However with an unanimous vote of the Council, the required time can be reduced for an individual as special reward.

If you wish to sell your Space Station, we, the Council, have agreed that you MUST offer it to a member of the Veil for a reasonable price. If no one has accepted your offer, then after a period of 30 days the Council will make arrangements to purchase the station. Under no circumstances should the station be sold to anyone outside of residents and/or the Council of the Veil.

If you want to sell your ships or items which are located within The Veil, we ask that you move them to another location (We propose the Asrat system) as to keep The Veil uncluttered, please consider the other members of The Veil. The Council asks you to assign a Council designated member of the Veil as Commander of all Military Stations, and Commander of any Station if you are leaving for an extended period. The Council also requests that you make over your stations if it is your intent to leave forever, so that other members of The Veil can still use the Space Station for its standard purpose.

Furthermore, the Council requires every member to assist in the Military Station Construction, to make the Veil a safer place. A 3:1 ratio of Civil to Military stations (Ataturk, Golan I or II) is currently in place to afford this protection, and the Council will accept monetary donations in place of construction for additional Military Stations, should a member not be able to construct a Military Station alone.

The members of the Veil fully accept the Council as the regulatory body for all matters of The Veil, and agrees to adhere to the principals of the Veil Charter.

When requesting a construction spot, you automatically accept the contract.
