Per the Trade Federation Articles of Confederation

Article V. Regent A. Regent is appointed by the Viceroy of the Trade Federation.

B. The Regent is first in the line of succession for Viceroy of the Trade Federation.

C. The Regent must be a member of the Trade Federation or a member of one of a Nationalized Faction. If the Regent leaves the Trade Federation or a Nationalized Faction, the title is automatically revoked.

D. If the position of Viceroy becomes available, the Regent will automatically assume the position. Only a unanimous vote of no confidence by the Federation Cabinet and the Chief Justice can revoke the appointment.
